The provisional allocation will be executed in a way that allow 20 skaters/spots on that distance not using the reserve list. They are on the time ranking-- not the reserve list. Same way on the other distances. Then, if the total numbers exceed 166 quota places, one start reducing the number of national quota spots on 500, then 1000 and 1500. To make up the fields one use skaters that have qualified on other distances. For instance if Spain loose the last spot on the 500m, they can still use it if LLop also have a spot on the 1000m.
