One key factor is to make the qualification to the championships more interesting. The fight for national quotas through the World Cup is not too exciting. WCKT is simple to understand and exciting. Likewise your national championships when spots to the international championships are up for grabs. (Yes, you also have matrixes to complicate things, but that is just additional spice to the main meal). Fill your national quotas in the World Cup domestically, fight for personal spots to the international championships through the World Cup.
Could be done if applicated carefully depending on certain other necessary factors.
I agree that international classical Events would be a good thing. In some sense its already there: You very frequently get allround championships in Heerenveen and Hamar. Then you could argue that the same possibly should be the case with the single distance championships. Most importantly though: make the World Cup Events more attractive for the audiences and the skaters. Fixed venues at least to a certain degree I agree. You always go to Inzell, Stavanger etc.
