I dont see why your idea could not be implemented with a couple of changes in the ISU-rules.
But...
....some might object that saturday is transformed from the most interesting, to the least interesting day. As for the changes in the system with two distances each day in the normal order in each category, I dont see it as a main obstacle. But how will the enlargement fit into the new WK-system - the forthcoming changes in the calendar? Such a proposal depends of what will happen with the championship cyclus, and the product of speedskating as a whole.
As for now, Yuskov can "shop" his chances - choosing the World Cup and WSD this season (Not allround).
Allround is commonly regarded as a battle between few, and single distance wins in allround champs doesnt mean as much as a couple of decades ago. Could all this change?
ISU has to take into account different interest, and lets face it: Allround is most popular in Norway and the Netherlands. Allround "belongs" to those two countries, while the olympics (single distances) belongs to everybody.
Instead of accusations of laziness, I would say that the present system is about efforts, and what you can win. You give your best, and most profitable chances priority. As a spectator, I like allround very much, but I have to admit that I have doubts that it will survive without a little bit more fundemental changes to it.
Lets imagine that the new system will mean an EK and a WK each season with opposite, alternating programmes. Will not the pressure be on to have the WSD version on more often than the allround/sprint champs?
I think the latter needs changes to make them equivalent.
